How to apply for the language proficiency endorsement

1         Requirements for the ICAO language proficiency

1.1        ICAO English language proficiency

The applicant for a ICAO English endorsement shall demonstrate at least an operational level of language proficiency by passing the exam in language-testing body approved by CAA Czech Republic or by the other member state of EASA.  The application shall be supported by the certificate, where the level of knowledge achieved is indicated.

The level achieved determines the validity as follows:

Level 4 – 4 years from the date of exam

Level 5  – 6 years from the date of exam

Level 6 – unlimited validation*

1.2        Conversion of ICAO English language proficiency endorsement from a US FAA licence

English proficient endorsement on FAA pilot certificate is deemed to be equal to English language proficiency level 4. The validity period for English language proficiency level 4 will start from the date of the last documented flight review in accordance with 14 CFR § 61.56 with FAA authorized examiner or FAA certificated flight instructor.

If the applicant wishes to have English language proficiency level 5 or 6 endorsed on his/her license under Part-FCL, he/she needs to follow point 1.1 above.

1.3        ICAO language proficiency – other than English

Endorsement for language proficiency other than English may be endorsed to a licence of applicant who does not meet point 1.1 based on radiotelephony privileges awarded by another member state EASA (e. g. in radiotelephony licence). If it does not include the level of language proficiency, level 4 will be granted and the validity starts from the date of issue of the relevant certificate / licence.

1.4        Radiotelephony privileges for IR rating holders

English radiotelephony privileges for IR holders: Examination in IFR English at approved organization or Confirmation issued by examiner that applicant has passed the skill test** during which he demonstrated the ability to use English during the R/T communication relevant to all phases of flight, including emergency situations and confirmation the applicant has passed course given in English** or has passed the theoretical examination in English**.  (** IR, CB-IR, BIR, MPL or ATP/IR)

2         Application and documents

  1. Application  –  signed always in original  by applicant or by the proxy agent
  2. ID card or passport – foreigners only, copy is sufficient
  3. ICAO language proficiency certificate (or relevant document according to the procedure in point 1.3 above) – original or certified copy, or electronically signed version of the certificate or pdf certificate in authorized conversion (performed by the Czech post office or CzechPoint)*
  4. Certified language testing body, which is not approved by the CAA – copy of the approval certificate issued by the competent authority of the EASA Member State
  5. A medical certificate issued in accordance with Part-MED
  6. Pilot licence
  7. Power of Attorney – if the applicant is represented by an agent (the signature on the power of attorney does not need to be verified, it can also be sent electronically as a pdf with a scanned signature)
  8. Fee 100 CZK – you will be asked to pay it after submitting the application

* If Level 6 certificate is submitted from an organisation authorised by another EASA Member State, the CAA reserves the right to verify the authenticity of the submitted certificate with the competent authority. In all other cases, only when there will be doubts about the authenticity of the certificate submitted.  The request will therefore not be processed the same day.

If a certificate is submitted from an organisation authorised by the CAA Czech Republic, compliance with the approved conditions may be checked internally in case of doubt as to its adequacy. Then the request may not be process the same day.

3         How to apply

Applications shall be handled by the Aircraft Register department. If the application does not contain all the requirements, you will be asked to complete it or a method of replacing the licence will be arranged in advance. If the application is not completed within the given time limit, the application will be terminated.

3.1        Personally

You must submit your application in person or by proxy during office hours at the Aircraft Registry department. You will be asked to pay the fee, which can be paid in cash at the cash desk or by bank transfer (payment instructions will be given on request). Credit cards are accepted. If you have an electronically signed online version of your examination certificate, you will be asked to provide this certificate electronically to the email address of the person, who will be processing the application.

The request is usually processed the same day (except for ICAO Level 6 endorsements, see above).

3.2        By correspondence

Send the application including all attachments by post or courier. Upon receipt of the application, a prescription for payment of the administrative fee will be sent to the email address provided in the application. After payment has been made (payment will be credited to the CAA account or a confirmation of payment will be provided), your application will be processed and then a new licence will be sent to your permanent address in the Czech Republic (or other specified mailing address in the Czech Republic).

Please note: The CAA does not send licences to addresses abroad to ensure delivery. Applicants with a permanent residence or delivery address abroad are obliged to collect the licence in person or have an proxy agent to collect it on behalf. Alternatively, the applicant may use a courier service to send the licence to any address at his own expense.

Note: Exceptionally, it can be arranged in advance that, due to the applicant’s work commitments, the current licence will not be sent with the application, but will be returned after the new licence has been received. This must always be agreed in advance by e-mail with the Aircraft Register department officer, otherwise you will be asked to physically present your existing licence.

3.3        By e-mail (or data box service used in Czech Republic)

Send the application including all attachments from your data box or from the data box of your proxy. In this case, the application itself does not need to contain a signature – the applicant is authorised by logging into the data box. Upon receipt of the application, a prescription for payment of the administrative fee will be sent to the email address provided in the application. After payment has been made (payment will be credited to the CAA account or a confirmation of payment will be provided), your application will be processed and then a new licence will be sent to your permanent address in the Czech Republic (or other specified mailing address in the Czech Republic). If arranged, the exchange of licences can also take place during a personal visit to the CAA. The ICAO language proficiency certificate is accepted in electronic form only with electronic signatures or as a pdf in an authorized conversion.

Submission by e-mail to address podatelna@caa.cz is possible only if the applicant or his/her proxy affixes a qualified electronic signature to the application itself and the ICAO language proficiency certificate is also affixed with electronic signatures or is inserted as a pdf in an authorised conversion.

If the application or the ICAO language proficiency certificate does not have the specified requirements for submission by data box or email, you will be asked to complete it by other means.

Please note: The CAA does not send licences to addresses abroad to ensure delivery. Alternatively, the applicant may use a courier service to send the licence to any address at his own expense.

Note: It is always advisable to consult the Aircraft Registry department officer by e-mail in advance to arrange the replacement of your licence, otherwise you will be asked to physically present your existing licence.
